What is the ANTS (France Titres) and what does it do?
The ANTS (Agence Nationale des Titres Sécurisés — France's national agency for secure documents) is evolving: it is now officially called France Titres. Still under the Ministry of the Interior and created by decree on 22 February 2007, the ANTS remains the public body that helps citizens apply for regulated documents: the carte grise (vehicle registration certificate), the driving licence, the national identity card and the passport.

1. What is the ANTS (France Titres)?
The ANTS accompanies citizens through applications for secure official documents and issues them under a tightly controlled production process. France Titres is the current official name of the same agency: the acronym ANTS remains widely used day to day (website, procedures, search engines), while France Titres is the formal designation.
In practice, the ANTS / France Titres runs the online portals (registration, licence, identity) and oversees the document production chain — from file processing through to postal delivery.
2. The ANTS role for the registration certificate (carte grise)
The certificat d'immatriculation officially replaced the old "carte grise" on 15 April 2009 — though everyone in France still uses the familiar name. The certificate identifies the vehicle and authorises it on the road for its entire life; it is mandatory before a vehicle can be put into circulation.
The ANTS manages, operates and maintains the French vehicle registration system known as the SIV (Système d'Immatriculation des Véhicules). Private individuals apply through the ANTS "immatriculation" portal. Professionals accredited by the French state have direct access to the SIV and can submit applications (change of ownership, and more) on behalf of their clients.
The ANTS also organises the full chain: document-scanning centre, Ministry of the Interior, Imprimerie Nationale (state printing works) and La Poste. Vehicle registration in France is therefore centralised end to end.

3. ANTS blocked or file delayed: what are the alternatives?
Why is my ANTS file still "under review"? This is one of the most common frustrations. 4. Driving licence and ID card on the ANTS
Since January 2013, the old pink three-panel French licence has been replaced by a credit-card-sized licence (EU format harmonisation). It must be renewed every 15 years (every 5 years when a medical check is required, for example for certain heavy-vehicle licences). Older licences remain usable until 2033; after that date the new format becomes mandatory.
First-licence and renewal applications are filed on the ANTS "permis" portal, with the usual supporting documents (identity, address, medical certificate where required). The procedure is digital: you no longer need to visit the prefecture to assemble the file.
Key 2026 updates:
- The France Identité app and the arrival of the digital driving licence on smartphones let you present a digital version of the title where the rules allow.
- The legal age to take the driving test has been lowered to 17 — an important change for young drivers.
As with the licence, the national identity card is now credit-card sized. A pre-application is started on the ANTS "ID card / passport" portal, then completed at the town hall. New cards include an electronic chip (fingerprints) and a QR code to fight forgery and identity theft.

Are ANTS and France Titres the same thing?
Yes. France Titres is the current official name of the agency; "ANTS" remains the historical acronym still widely used for the same public service.
Are ANTS procedures free?
Yes — the government portal is free (apart from taxes and fiscal stamps due for certain documents, such as the carte grise). An accredited service charges an assistance fee on top of official taxes, in return for faster processing via the SIV.
What if my ANTS file is stuck?
